The Architects of Silence
Chapter 5 - The Rockford Facility
The iron gates of the St. Jude Behavioral Health Center loomed through the thick morning fog on the outskirts of Rockford, their rusted spikes cutting an imposing silhouette against the grey sky.
Jordan’s sedan idled behind Detective Miller’s cruiser in the gravel turnaround by the administration building.
""Standard warrants take twelve hours to clear for a private psychiatric facility,"" Miller said, shifting her cruiser into park. ""If we wait for formal judicial approval, Adrian's legal team will have Clara transferred to an out-of-state holding facility by noon.""
""Then we don't wait for a warrant,"" I said, opening my door. ""We use the emergency compliance rider Miller secured under the state inspector general's office.""
Miller nodded, pulling a crisp, stamped governmental decree from her folio.
""Under Section 4-B of the State Mental Health and Developmental Disabilities Confidentiality Act, I have direct authority to inspect unauthorized administrative holds if there is credible evidence of involuntary confinement without judicial review,"" Miller said firmly. ""Stay close to me, and don't let facility security block the corridors.""
We strode through the heavy double doors of the admissions wing, the sharp scent of antiseptic and floor wax hitting us instantly.
A receptionist behind a reinforced glass partition looked up from her computer, her expression bored and indifferent.
""Visiting hours don't begin until two o'clock,"" the receptionist said, her hand hovering over a silent desk alarm. ""You'll need to schedule an appointment with the duty administrator.""
Miller slapped her badge and the state decree against the glass.
""Detective Sarah Miller, State Inspector General's Division,"" Miller commanded, her voice echoing in the sterile lobby. ""Open the west wing records archive and bring me Patient 404—registered under the alias Clara Vance—immediately, or I will authorize a full tactical breach for obstruction of justice.""
The receptionist's fingers froze over the keyboard, her eyes darting toward the security corridor behind her before she slowly reached for the master release switch.
