The sound didn't come from a municipal police cruiser.
It was the low, ear-splitting air horn of a United States Coast Guard maritime security cutter surging up the harbor channel.
Behind it, two armored tactical transport vessels flanked the pier, their high-powered water cannons aimed directly at the private docks bordering the tower's foundation.
Above the plaza, the twin turbines of a Sikorsky UH-60 Black Hawk helicopter tore through the low autumn clouds, banking sharply over the Sterling Zenith’s eighty-story crown.
Victor Vance looked up, his silver hair whipping wildly in the violent rotor wash.
"What is that?" Julian shouted over the deafening roar of the aircraft. "Father! Did the port authority scramble an escort?!"
"That isn't port authority, Julian," I said, stepping past their barricade onto the open plaza.
The helicopter flared its tail, touching down directly onto the center of the granite courtyard, sending discarded coffee cups and construction dust swirling across the pavement.
The side door slid open with a heavy metallic clack.
Stepping out was not a city inspector.
Special Agent Miller of the Treasury Inspector General for Tax Administration led four armed federal agents across the stone, their dark windbreakers bearing bold gold lettering.
Beside Miller walked Evelyn Montgomery, the Chief Registrar of the Delaware Chancery Court, clutching a sealed leather dispatch portfolio.
Victor Vance stood his ground, raising his silver cane in a sharp, defensive gesture.
"Agent Miller," Victor called out with forced dignity. "I am Victor Vance, registered trustee of the 1986 Vance Land Trust. This site is subject to a private real estate covenant currently under civil dispute."
Agent Miller didn't break stride.
He walked straight up to Victor, presenting an unsealed federal warrant stamped with the Great Seal of the United States.
"Mr. Vance," Miller said, his voice flat as an iron plate. "We aren't here for your real estate covenant."
Victor frowned, his eyes narrowing behind his horn-rimmed glasses. "Then what gives you authority to ground an extraction operation on sovereign trust soil?"
"The gold in sub-level six," Agent Miller replied, stepping directly between Victor and his tactical guards. "It isn't bullion."
Julian’s face went slack. "What?"
"It’s ninety metric tons of unrefined industrial lithium carbonate," Evelyn Montgomery announced, unzipping her portfolio and sliding a certified customs manifest into view. "Smuggled out of the Atacama Basin using forged agricultural equipment bills of lading."
Victor took half a step backward, his silver cane slipping slightly against the polished granite.
"That's proprietary commercial inventory!" Victor rasped, though the composure in his voice shattered instantly.
"It's contraband seized under the Strategic Materials Control Act," I said, tapping the Getac screen and presenting the unencrypted shipping telemetry. "And you didn't store it in sub-level six to protect family wealth, Victor. You stored it there to execute an illegal secondary sale to an unregistered sovereign buyer at noon."
Victor whipped his head toward Julian, his face turning an apocalyptic shade of crimson.
"Who authorized the local customs manifests?!" Victor roared.
Julian shrank back, his hands trembling as his phone lit up with a relentless stream of incoming notifications.
