Chapter 3 - The Panama Ledger
Julian Vance didn't step back, but his right hand twitched against his trousers.
"You're fabricating links, Carter," Julian said, his voice dropping into a harsh, defensive whisper. "My financial disclosures have cleared Senate confirmation three times."
"They cleared Senate confirmation because you buried the cross-collateralization under Arthur Carter's commercial logistics line," Commander Hayes said, walking down the boardwalk to join our flank, backed by six armed SEAL Master Chiefs.
The Master Chiefs fanned out across the sand, their hands resting loose and ready over their tactical belts, forming an impenetrable wall of Tridents between Julian’s security detail and my van.
Marcus Sterling began sweating through his tailored pinstripe suit, clutching his leather briefcase against his ribs like a shield.
"Julian," Sterling stammered, pulling at his stiff collar. "The Justice Department referral wasn't supposed to unseal until next Friday."
"Shut up, Sterling," Julian barked between clenched teeth.
I tapped the screen of my cryptographic communicator, broadcasting the decrypted flight telemetry directly onto the tactical heads-up display of Hayes’s tablet.
"On the night of August 14, 2014," I recited, letting every word echo across the Pacific breeze, "the transponder on the lead extraction helicopter was manually toggled off from a remote ground station in Qatar."
I pointed directly at the three silver stars on Julian’s collar.
"The IP address was traced to the Deputy Director’s secure bunker at Al Udeid. Authorized by the digital certificate of Captain Julian Vance."
The four Master-at-Arms personnel behind Julian looked at each other in sheer disbelief.
The lead petty officer slowly stepped backward, placing two yards of clear daylight between himself and the three-star admiral.
"Operator Carter," Julian hissed, turning his head toward the boardwalk where my brother Ryan stood in his dress whites. "You're a newly minted SEAL. Order these men to stand down. Your career hasn't even begun."
Ryan walked down the wooden stairs, his polished dress shoes sinking into the damp sand.
He didn't look at his freshly pinned Trident. He looked at the Navy Cross pinned over my heart, then at the arrogant admiral who had tried to execute our family.
"Admiral Vance," Ryan said, his voice completely steady, stripped of all youthful hesitation.
"Speak, Operator," Julian commanded, assuming compliance.
Ryan brought his heels together, snapped to attention, and looked Julian dead in the eye.
"I take orders from the Commanding Officer of Task Force Blackthorn," Ryan stated clearly. "And Captain Emily Carter just designated you an active security risk."
