The salt spray off the Coronado surf still clung to Sarah Vance’s embrace when a sharp screech of rubber tore across the tarmac behind the boardwalk.
Three unmarked black Chevy Suburbans blew through the ceremonial checkpoint, ignoring the armed naval sentries.
The vehicles skidded to a violent halt forty yards from our transport van, exhaust plumes billowing into the blue California sky.
Out of the lead vehicle stepped a man in immaculate service dress whites, bearing the three silver stars of a Vice Admiral on his epaulets.
Julian Vance—Thomas Vance’s younger brother and the Deputy Chief of Naval Operations for Information Warfare.
Flanking him were four armed Navy Master-at-Arms personnel wearing tactical plate carriers and sidearms.
"Hold your positions," Julian Vance bellowed, his voice carrying the icy authority of the Pentagon's inner corridors.
Behind him hurried Arthur Carter’s private corporate defense counsel, Marcus Sterling, clutching a crimson-sealed federal binder.
Admiral Thomas Vance didn't flinch; he shifted his mahogany cane forward into the sand, placing his frame between Sarah and the newcomers.
"Julian," Thomas said, his gravelly baritone dropping the ambient temperature instantly. "You have no business on the NSWG-1 parade boundary."
"I have statutory business under Title 10, Thomas," Julian replied, stopping five paces short of our circle.
He turned his cold, calculating eyes directly onto the Navy Cross pinned over my heart.
"Captain Carter's declassification packet was pushed through without authorization from the Naval Intelligence Oversight Board," Julian stated, extending a manicured hand toward Marcus Sterling. "We have obtained an emergency administrative stay from the Armed Services Board of Contract Appeals."
Sterling stepped forward, holding out a certified blue-backed filing.
"The procurement fraud indictment against Arthur Carter has been transferred under jurisdiction of national security sealed proceedings," Sterling announced. "His assets—and the naval logistics records—are sealed under executive privilege."
Julian looked past me, glaring at his elder brother with open venom.
"You've been playing dead in the mountains for twelve years, Thomas," Julian sneered. "You don't command the fleet anymore. And this woman’s promotion is suspended pending a counter-intelligence review."
Before Admiral Thomas Vance could speak, the satellite transceiver inside my black linen clutch emitted a piercing, triple-tone priority warble.
