Chapter 3 - The Sub-Level Ledger
Arthur reached into his coat with calm deliberation, retrieving the sleek black satellite phone.
He tapped the screen once, holding the phone out toward Julian Vance.
"Julian," Arthur said quietly, "did your underwriting team review the originating bank routing codes for Vance Capital’s commercial paper before you posted that bond?"
Julian’s sneer twitched for a fraction of a second. "Our liquidity is managed through Tier-1 institutional lenders in Delaware. It’s unassailable."
"Delaware," Arthur murmured, a faint, predatory smile touching the corner of his lips. "Let’s ask Special Agent Reynolds from the IRS Criminal Investigation Division."
Arthur pressed the speakerphone toggle on his phone.
A crisp, mechanical voice boomed into the room: "Arthur, we have verified the transaction logs on node 4. Vance Capital Partners’ primary liquidity reserve was frozen at 2:10 a.m."
Julian froze, his hand tightening around his leather folio until the stitching creaked.
"What is this nonsense?" Julian hissed into the phone. "On what authority?"
"On the authority of the United States Treasury, Counselor," the voice answered, accompanied by the dry sound of high-speed optical scanning in the background. "Your firm didn't purchase those municipal debt notes with private investor capital. You used an unauthorized, ninety-million-dollar offshore loan drawn from the Arthur Caldwell Living Trust in 2012."
Julian’s face drained of color until his skin matched the white walls of the hospital room.
"That loan was ratified by the board of trustees!" Julian stammered, his aristocratic composure beginning to fracture.
"The board of trustees consisted of Judith Caldwell and a forged signature bearing my name," Arthur said, taking one measured step forward, the tip of his cane striking the floor with a sharp, heavy crack. "In federal law, Julian, that is called systemic wire fraud and grand larceny."
Ryan let out a strangled, pathetic whimper from the hallway floor. "Julian... tell me the brokerage accounts are still open! My personal accounts are tied to Vance Capital!"
"Shut your mouth, Ryan!" Julian snapped, sweating through his stiff collar.
"His personal accounts aren't open, Julian," Dr. Patel interjected, holding up her hospital tablet. "Because hospital administration just received a direct notice from the State Attorney General's Office."
Dr. Patel turned the screen toward Julian.
"The Preston Hollow property isn't owned by Vance Capital," she stated clearly. "It was re-registered forty minutes ago under the sole ownership of the minor heir, Lily Caldwell."
Julian took two stumbling steps backward, his eyes darting toward the two private security guards he had brought, but the men were already quietly unhooking their lanyards, refusing to meet his gaze.
Then, from the elevator bank at the end of the hall, the rhythmic clicking of high heels echoed sharply against the tile.
