Arthur slowly turned the glowing screen toward me.

The incoming notification wasn't a local dispatch.

It was an unredacted international wire alert originating from an unlisted terminal at the Port of Rotterdam:

CARGO CLEARANCE CONFIRMED // VESSEL: THE OLYMPIA. DESTINATION: CHICAGO HARBOR // TERMINAL 4. BENEFICIAL OWNER: ELEANOR COSTELLO // GENEVA TRUST.

My breath caught in my throat.

Eleanor Costello.

Arthur’s estranged mother, who had supposedly died in a private sanitarium in Switzerland fifteen years ago.

"My mother built the original transport lines through the Great Lakes in 1978," Arthur whispered, his knuckles whitening as he gripped the satellite phone. "She didn't die, Norah. She feigned her death to avoid a federal racketeering indictment, leaving me to run the war on the streets while she controlled the sovereign liquidity from Europe."

The satellite phone clicked open with a low, crackling hiss of transatlantic static.

A woman's voice—smooth, aristocratic, and carrying the chilling, rhythmic cadence of absolute power—drifted through the speaker into the damp basement.

"You handled Victor rather clumsily, Arthur," the woman murmured, the sound of champagne pouring into crystal audible in the background. "And your little maid was far more thorough with the balance sheets than you ever were."

Arthur’s chest rose and fell in heavy, ragged bursts.

"Mother," Arthur spat, his voice dropping into pure iron.

"The whistle-blower filing was an elegant touch, Miss Hayes," Eleanor Costello continued, her cultured laugh echoing off the concrete walls. "By seizing Christian's domestic assets, you cleared sixty million dollars in local debt off the books for me. A marvelous piece of accounting."

I stepped up beside Arthur, looking directly at the phone.

"Your shipping manifests are locked by federal order, Mrs. Costello," I said, my voice razor-sharp. "The harbor is closed."

"The commercial harbor is closed, my dear," Eleanor whispered softly. "But the private deep-water slips beneath the Navy Pier breakwater operate under an unrecorded 1904 maritime land patent. My container ship docks in forty-five minutes."

A sudden sound cut through the silence above our heads.

The heavy roar of multiple high-powered marine diesel engines vibrated through the foundation of the mansion, echoing up from the shoreline half a mile away.

"Check the lake, Arthur," Eleanor purred through the static. "The real family business is finally coming home."

The line clicked dead with a sharp, hollow mechanical snap.

Arthur turned toward the basement stairs, his overcoat flaring as he unlatched a heavy iron key from his belt, tossing it squarely onto my cot.

"What is this?" I demanded.

"The master key to the subterranean harbor vault," Arthur said, his eyes burning with ruthless, unyielding fire. "Put your boots back on, Norah. We have thirty minutes to seize that dock before my mother buys this entire city."
